NTPC Green Energy Invites Bids For Hydrogen Refueling Station Project In Kandla, Gujarat

NTPC Green Energy Limited (NGEL), a subsidiary of NTPC Limited, has invited online bids for setting up a Hydrogen Refueling Station (HRS) at Kandla in Gujarat. This project is part of the Green Hydrogen Mobility Project and marks an important step in India’s push toward clean fuel-based transportation. The tender, numbered NGEL-CS-H2-GUJARAT-001(R), is open to domestic competitive bidding and is specifically targeted at eligible Class-I and Class-II local suppliers.

The selected bidder will be responsible for executing the project on a complete turnkey basis. This means the scope of work includes design, engineering, supply of equipment, construction, testing, and final commissioning of the hydrogen refueling station. In addition to this, the contractor must also provide operation and maintenance (O&M) services for a period of 10 years, ensuring long-term reliability and smooth functioning of the facility.

The project involves several key technical components. The station will be integrated with a 210 kg per day hydrogen electrolyser system, which will be provided by the owner. The hydrogen produced will then be compressed using a system with a capacity of 20 kg per hour, capable of reaching a pressure of 500 bar. For storage, the facility will include cylinder cascades with a total capacity of 540 kg of hydrogen at 500 bar. The station will also have a dispensing system designed to fuel 11 fuel cell electric vehicles (FCEVs) at 350 bar pressure.

Apart from the core hydrogen systems, the project will also include supporting infrastructure such as a nitrogen generation system for purging, fire safety and suppression systems, and a centralized control system using SCADA/EMS for monitoring and operations.

NGEL has defined multiple qualification routes for bidders. Companies with prior experience in hydrogen refueling stations, process industries, or even CNG station development can apply. Under one of the routes, bidders must have experience as an EPC contractor in the energy sector with projects worth at least ₹47 crore.

Financial criteria have also been set. Bidders must show an average annual turnover of at least ₹59 crore over the last three financial years. In addition, their net worth should not be less than their paid-up share capital as per the latest financial year.

The bidding process has a clear timeline. The tender was issued on May 1, 2026, and the last date for submitting queries is May 11, 2026. Bids must be submitted by May 21, 2026, at 3:00 PM IST, and the techno-commercial bids will be opened on May 22, 2026, at 4:00 PM IST. An Earnest Money Deposit (EMD) of ₹1 crore is mandatory, and any bid without this will be rejected.

The bids will follow a two-envelope system, separating technical and financial proposals.
