Numaligarh Refinery Limited (NRL) has invited bids for a major works contract related to its green hydrogen project in Assam. The tender, issued under Reference No. PUR1012723, covers the design, engineering, supply, and supervision of installation and commissioning of an 800 m³/hr portable or modular cooling water system for NRL’s 2.4 KTPA Green Hydrogen Plant (GHGU).

The tender is open to eligible domestic bidders, who are required to submit their offers through a two-part online bidding system. Bids must be submitted through the government e-tender portal. NRL has stated that offers submitted through post, courier, fax, email, or any other offline mode will not be accepted.

Micro and Small Enterprises (MSEs) and DPIIT-recognized startups can claim exemption from the EMD requirement, subject to submission of valid registration documents and a Bid Security Declaration. However, the tender does not provide relaxation to MSEs or startups from the requirements related to average annual turnover and past experience.
NRL has also included provisions for Contract Performance Security. The specific monetary amount of the Performance Bank Guarantee is not stated in the available tender summary. Successful bidders will be required to ensure that their EMD BG or ISB remains valid until the required Contract Performance Security is submitted.
