West Java Explores 900 Nm3/Hour Waste-to-Hydrogen Project at Sarimukti


Ecobiz.asia – The West Java Provincial Government is exploring a waste-to-hydrogen project at the Sarimukti regional waste facility with planned hydrogen production capacity of around 900 Nm³ per hour, alongside two refuse-derived fuel (RDF) projects, as the province seeks to develop new outlets for its growing municipal waste.

The plans were presented by Ai Saadiyah Dwidaningsih, Head of the West Java Environmental Agency, during Indonesia Sustainable Energy Week (ISEW) 2026 in Jakarta on Wednesday (August 19, 2026).

The proposed waste-to-hydrogen project is being developed as part of West Java’s cooperation with LN Korea and Hyundai’s corporate social responsibility program. The province’s presentation puts the planned hydrogen production capacity at 900 Nm³ per hour, although it does not disclose the investment value, technology configuration or targeted commercial operation date.

The Sarimukti initiative is part of a broader effort by the West Java Provincial Government to turn the region’s waste-management challenge into an energy and resource-recovery opportunity. The provincial government has previously worked with PT Pertamina (Persero) and Hyundai Motor Group on developing a waste-to-hydrogen ecosystem using biogas from the Sarimukti landfill. The project is designed to capture landfill gas and convert it into low-carbon hydrogen.

Sarimukti is also being positioned as an RDF production hub. One proposed cooperation with PT MRT has a planned capacity of 72 tonnes per day, while another with PT Asiana is planned at 1,000 tonnes per day. The presentation does not specify the intended end users of the RDF or the development status of the two projects.

Separately, the West Java government is planning a waste-to-energy (PSEL) facility at Sarimukti with processing capacity of 3,515 tonnes per day to serve the Greater Bandung area, Cianjur Regency and Purwakarta Regency.

Taken together, the proposed hydrogen, RDF and waste-to-energy facilities could turn Sarimukti into a multi-technology waste-processing hub, rather than relying on a single disposal solution.

The plans come as West Java faces a substantial waste-management challenge. The province generates around 25,660 tonnes of waste per day, with approximately 44.29% remaining unmanaged. The presentation puts the unmanaged volume at around 13,156 tonnes per day and says 23 regencies and cities in the province are under waste-emergency status.

The provincial government is preparing additional waste-to-energy projects in other parts of West Java. These include the 1,500-tonne-per-day PSEL Galuga project serving Bogor City and Bogor Regency, a 1,000-tonne-per-day PSEL Kayu Manis project for Bogor City and Depok, and separate 1,000-tonne-per-day PSEL projects in Bekasi City, Bekasi Regency and Karawang Regency.

West Java is also preparing a 1,000-tonne-per-day regional waste facility for the Cirebon area under a public-private partnership scheme, with RDF planned as the main output. The proposed service area covers Cirebon City, Cirebon Regency, Majalengka, Indramayu and Kuningan.

At Lulut Nambo, meanwhile, the provincial government is targeting eventual waste-processing capacity of 1,800-2,300 tonnes per day, compared with around 50 tonnes per day currently. RDF from the facility is planned to be supplied to PT Indocement Tunggal Prakarsa as an offtaker.

The range of projects indicates that the West Java Provincial Government is pursuing several waste-conversion pathways at the same time, including hydrogen, RDF and waste-to-energy, while expanding regional processing capacity to address the province’s growing waste-management deficit. ***
