GreenH2Atlantic Green Hydrogen Project in Sines Gets Conditional Environmental Impact Statement from APA - News and Statistics

The GreenH2Atlantic project, which aims to build a 100 MW green hydrogen production unit at the site of the former Sines coal-fired power plant in Portugal, has received a favourable conditional Environmental Impact Statement from the Portuguese Environment Agency (APA) last week, according to the source Hydrogen Central. This approval marks a significant step forward for the initiative, which is being developed by Hytlantic.

Hytlantic will now review the recommendations and proposed measures from the environmental agency and assess how they can be incorporated into the engineering designs. Following this analysis, engineering activities and additional studies will proceed to confirm the project’s economic viability. The next phase involves submitting the final environmental permit, known as the Environmental Compliance Report for the Detailed Design (RECAPE). The overall implementation of the project remains contingent on a final investment decision by Hytlantic, which will consider factors such as the existence of a regulatory framework that supports the creation of a green hydrogen market.

The project is seen as reinforcing Sines’ position as a benchmark for green hydrogen production in Europe and could eventually become a hub for industries that require competitively priced green hydrogen as a critical input. The European Union has supported the project through the Horizon 2020 Research and Innovation programme and the Innovation Fund, providing a total of EUR 92 million.

Hytlantic is led by EDP and Galp, with additional shareholders including Bondalti, Martifer, and Vestas Wind Systems A/S. The project also involves technological and scientific partners such as ISQ, SIEMENS, INESC-TEC, HyLab, DLR (Germany), CEA (France), and Axelera, a public-private cluster.
