European Hydrogen Bank: Associations Call for Funding Reform and More Auction Rounds - News and Statistics

The first electrolysers have been delivered to Air Liquide’s 200-megawatt project in the Port of Rotterdam, according to information from a recent industry statement.

European national hydrogen associations have praised the European Commission and CINEA for creating the European Hydrogen Bank, which they describe as a vital tool for supporting decarbonisation in heavy industry.

Although initial auction rounds generated considerable interest, they also exposed problems including unrealistically low bids, project withdrawals, and incomplete use of available funds.

While new measures intended to boost project credibility are welcomed, the associations maintain that these steps are inadequate. Stringent requirements and market instability, particularly concerning hydrogen offtake, may deter viable projects. They call for greater flexibility, especially when delays stem from external factors such as slow transposition of EU rules like REDIII.

A key concern is that funding has not been fully disbursed because of speculative or weak bids. In the second auction, only EUR 300 million of EUR 1.2 billion was effectively used. Although national programs and the Auction-as-a-Service mechanism helped finance some projects, many credible ones missed out because of limited reallocation.

The signatory associations urge the Commission to extend the reallocation mechanism to ensure full use of available funding, avoid future under-allocation in upcoming auctions, and continue the European Hydrogen Bank beyond the third round with at least three more auction cycles.

Consistent funding rounds and improved allocation mechanisms are essential to maintain investor confidence and advance Europe’s hydrogen sector.
