Via the third auction of the European Hydrogen Bank the European Commission has selected 9 projects, with a total installed capacity of more than 1 GW (1,083.5 MWe), which will be able to produce 1.32 million tonnes of green hydrogen during the first 10 years of operation, receiving total incentives of EUR 1.09 billion, which is not far off the available budget of EUR 1.3 billion.
According to the official results published by Brussels, five projects were chosen in the hydrogen production section RFNBO – which had a budget of 600 million -:
- AN-1-B (Greece; developer HELLENIC HYDROGEN A.E.): 25 MWe capacity, planned hydrogen production of 38,654 tonnes over 10 years, required incentive of 0.57 euro/kg.
- T2X (Spain; TURN2X Asset Co II EXTREMADURA SL): 9 MWe capacity, expected hydrogen production of 6,390 tonnes over 10 years, required incentive of 0.62 euro/kg.
- NJK (Denmark; MorGen): 300 MWe capacity, expected hydrogen production of 445,000 tonnes over 10 years, required incentive of 0.95 euro/kg.
- ALBA (Denmark; Hy2gen Nordic AS): 100 MWe capacity, expected hydrogen production of 144,118 tonnes over 10 years, required incentive of 0.97 euro/kg.
- Hy4IND (Austria; Wiener Wasserstoff GmbH): 5 MWe capacity, planned hydrogen production of 3,036 tonnes over 10 years, required incentive of 0.98 euro/kg.
These five initiatives have a total capacity of 439 MWe and will be able to produce 637,198 tonnes of green H2 over the 10-year period of the incentives, which will amount to a total of around 591.5 million euros.
Two projects won the RFNBO and low-carbon hydrogen call, which had a total budget of 400 million:
- Cloudberry (Finland; Vetyalfa Oy): 500 MWe capacity, planned hydrogen production of 508,915 tonnes over 10 years, required incentive of 0.44 euro/kg.
- Lotse (Germany; Lotse): 120 MWe capacity, expected hydrogen production of 140,554 tonnes over 10 years, required incentive of 1.10 euro/kg.
The total planned capacity in this case is 620 MWe, producing 649,469 tonnes of hydrogen over the 10-year incentive period.
Finally, two winning projects emerged from the section dedicated to projects with offtakers in the maritime and aviation sectors (total budget EUR 300 million):
- Gen2-LH2 (Norway; Gen2 Energy AS): 12 MWe capacity, expected hydrogen production of 17,886 tonnes over 10 years, required incentive of 3.48 euro/kg.
- RogalandH2 (Norway; GREEN H AS): 12.5 MWe capacity, expected hydrogen production of 17,700 tonnes over 10 years, required incentive of 3.49 euro/kg.
In this case, the total installed capacity will be 24.5 MWe, with an estimated production of green hydrogen of 35,586 tonnes over the 10-year period, for total incentives of around EUR 124.1 million.
The developers of these projects have been invited to sign financing agreements with CINEA (European Climate, Infrastructure, and Environment Executive Agency), but it is not a foregone conclusion that all of them will do so. For the sake of the record, it should be mentioned that, of the 15 winners of the second auction of the European Hydrogen Bank ended in May 2025, only 6 then actually signed the contracts to obtain the incentives.
