India’s Numaligarh Refinery (NRL) has launched a tender to install a 1,000-tonne per year green hydrogen generation unit, according to reports.
Applicants will build, own and operate the unit ensuring the supply of gaseous green hydrogen at Numaligarh, Assam. Bidders have until September 13, 2024, and must pay a security fee of $596,182.
The tender is expected to cover design, detailed engineering, construction of all civil, structural, mechanical, electrical and instrumentation facilities, testing, commissioning, operations and maintenance of the unit, and the supply of green hydrogen.
H2 View understands that bidders must source biomass independently to meet green hydrogen requirements and generate renewable energy from either its own renewable energy projects; third-party renewable energy producers; or a power exchange.
Import power to the operator production site must also be arranged by the bidder, before they execute a Memorandum of Understanding (MOU) for the scope of work with their partners.
In addition, the project will include land procurement for developing NRL’s production site.
Each bidder is required to have an average annual turnover of $23m during at least one of the immediate three preceding financial years.
If there is a consortium bidder, the cumulative annual turnover of all members will be considered and the lead member must meet at least 48% of the annual turnover criteria.
In July, India released guidelines for the second round of its clean hydrogen production funding scheme, offering subsidies to a total of 450,000 tonnes of hydrogen per year.
