South Korean Lawmakers Call for Minimum Market Support for Hydrogen Fuel Cell Industry - News and Statistics

A press conference at the National Assembly on Wednesday saw lawmakers urging the government to protect the hydrogen fuel cell market, as reported by Hydrogen Central.

Representative Kim So-hee of the People Power Party, a member of the National Assembly’s Special Committee on Climate Crisis, stated that the government must halt efforts to shrink the hydrogen fuel cell market and ensure a minimum market for domestic companies to survive. She claimed that around 250 domestic hydrogen fuel cell companies, which invested heavily based on government policy, are being pushed to the edge under the policy direction of Kim Sung-hwan, Minister of Climate, Energy and Environment. These companies, she said, risk withering without the minimum time needed to transition to the green hydrogen era.

The Ministry of Climate, Energy and Environment is reportedly considering suspending or sharply reducing the mandatory supply volume of the general hydrogen power market within the Clean Hydrogen Portfolio Standard (CHPS) through a bidding notice. CHPS requires power generation companies to purchase electricity from fuel cells, and is divided into a general hydrogen power market and a clean hydrogen power market. The government views as problematic the reliance of most domestic fuel cells on gray hydrogen from fossil fuels like LNG.

Kim So-hee criticized Minister Kim Sung-hwan, referring to him as the energy chief of the Lee Jae-myung administration, for attempting to eliminate the hydrogen fuel cell ecosystem built over time in technology, manpower, and supply chains. She accused him of being trapped in the dogma that renewable energy is the only answer. She added that the industry is not seeking excessive favors but merely asking the government to maintain a minimum demonstration volume of 200 megawatts over the next five years in the hydrogen power market.

Representative Kim Yong-tae of the People Power Party, also a member of the Climate Crisis Special Committee, criticized the minister for emphasizing greenhouse gas emissions from LNG-based fuel cells. He noted that the annual emissions from 200 megawatts of power generation are equivalent to about two weeks of emissions from a large steel mill’s blast furnace, and represent only 0.18% of Korea’s total power sector emissions. He urged the government to stop attempts to wither the domestic hydrogen industry ecosystem and guarantee a minimum market for companies to transition to green hydrogen and become a global export industry.

Hydrogen fuel cells are considered suitable power infrastructure for urban AI data centers due to their smaller installation space compared to solar and wind power. The Korea Hydrogen Fuel Cell Industry Association projects that power demand from AI data centers will rise from 1,050 TWh in 2026 to 1,800 TWh in 2030.
