REC Power Development and Consultancy Invites Global Bids For Vizag Green Hydrogen Transmission Project In Andhra Pradesh


REC Power Development and Consultancy Limited (RECPDCL) has issued a global invitation to select a Transmission Service Provider (TSP) for a major inter-state transmission project in Andhra Pradesh. The project is aimed at supporting upcoming Green Hydrogen and Green Ammonia projects in the Vizag region, which is expected to emerge as a key clean energy industrial hub.

The project is titled “Transmission system for proposed Green Hydrogen / Green Ammonia projects in Vizag area, Andhra Pradesh (Phase-I).” It is considered an important step in strengthening the transmission infrastructure required for India’s energy transition. As green hydrogen and green ammonia projects require a reliable and high-capacity power supply, the new transmission system will play a crucial role in ensuring stable and continuous electricity flow.

Under the scope of work, the selected developer will establish two major substations. These include the 765/400 kV Pendurthi (Vizag) GIS substation and the 765/400 kV Khammam-II substation. These high-voltage substations are designed to handle large volumes of power and will act as key nodes in the transmission network.

The project also involves the installation of multiple 765 kV double circuit transmission lines. Among them are the Khammam-II – Warangal New line and the Khammam-II – Pendurthi (Vizag) line. These lines will help transmit electricity efficiently across regions and connect generation sources to demand centers. In addition to transmission lines and substations, the system will include advanced equipment such as STATCOM systems and switchable line reactors. These technologies are important for maintaining grid stability, managing voltage levels, and ensuring smooth power flow across the network.

The entire project will be developed on a Build, Own, Operate, and Transfer (BOOT) basis. The selected bidder will be responsible for financing, designing, constructing, operating, and maintaining the transmission system. The scheduled completion period is 30 months from the effective date of the agreement, highlighting the urgency of the project.

The selection process will follow a Tariff-Based Competitive Bidding (TBCB) route. It will be conducted through a single-stage, two-envelope system that includes a Technical Bid and a Financial Bid. In the first stage, bidders must meet strict qualification criteria, including experience in infrastructure development or construction and a minimum net worth requirement. Only those who qualify technically will move to the financial bidding stage.

In the financial round, qualified bidders will participate in an e-reverse auction. The bidder quoting the lowest transmission charges will be selected as the TSP. Interested companies can obtain the Request for Proposal documents by paying a non-refundable fee of ₹5,00,000 or $7,000. The deadline for seeking clarifications is February 23, 2026, and the final date for submitting bids is April 7, 2026, by 3:00 PM IST.

The successful bidder will acquire 100 percent equity in a Special Purpose Vehicle created specifically for this project. The developer will manage the project for 35 years from the Commercial Operation Date. After this period, the transmission assets will be transferred to the Central Transmission Utility at zero cost.

This initiative, supported by the Ministry of Power and the Central Electricity Authority, reflects India’s commitment to building strong transmission infrastructure to support future green energy industries in Andhra Pradesh and beyond.
