PLN EPI, Singapore’s eFUELS SEA Explore Cross-Border Green Hydrogen Supply Chain


Ecobiz.asia – Indonesia’s PT PLN Energi Primer Indonesia (PLN EPI) and Singapore-based eFUELS SEA Pte. Ltd. have agreed to explore the development of a cross-border green hydrogen supply chain linking Indonesia and Singapore, as both companies seek to support regional decarbonization and accelerate the adoption of low-carbon fuels.

The collaboration was announced through the signing of a memorandum of understanding (MoU) during the Global Hydrogen Ecosystem Summit (GHES) 2026 in Jakarta on Tuesday (July 21, 2026).

Under the agreement, the two companies will assess opportunities to develop green hydrogen and e-fuels production, infrastructure, logistics, and commercial frameworks, with the aim of establishing a competitive and sustainable supply chain for the regional market.

PLN EPI Biomass Director Hokkop Situngkir said Indonesia’s abundant renewable energy resources provide a strong foundation for green hydrogen production.

“Indonesia has enormous renewable energy potential that can be developed into green hydrogen. Together with eFUELS SEA, we will assess the full value chain—from production and infrastructure to logistics and business models—to build a competitive and sustainable green hydrogen supply chain for the regional market,” Hokkop said.

He said the partnership reflects PLN EPI’s strategy to expand its low-carbon primary energy portfolio and strengthen Indonesia’s role in the regional clean energy transition.

“This MoU provides a foundation for exploring green hydrogen and e-fuels opportunities that we hope will lead to concrete projects in the future. Cross-border collaboration will be essential to accelerating net-zero ambitions while creating added value from Indonesia’s renewable energy resources,” he added.

As a subholding of state utility PT PLN (Persero), PLN EPI is responsible for securing Indonesia’s primary energy supply, including coal, oil, natural gas, bioenergy, and the development of low-carbon energy sources.

eFUELS SEA develops regional e-fuels projects and technologies focused on producing ultra-low-carbon synthetic fuels. Its products are designed as drop-in fuels that can be used in existing engines and transport infrastructure without modification, making them suitable for hard-to-abate sectors such as aviation, shipping, and petrochemicals.

eFUELS SEA Chief Executive Officer David Wang said Indonesia has the potential to become a regional green hydrogen production hub because of its abundant renewable energy resources.

“We see Indonesia as a strategic partner in developing a regional green hydrogen supply chain. By combining Indonesia’s renewable energy potential with eFUELS SEA’s expertise in e-fuels technologies and project development, we aim to deliver commercially viable decarbonization solutions,” Wang said.

He added that demand for green hydrogen and e-fuels is expected to grow as countries pursue deeper emissions reductions, particularly in sectors where electrification remains challenging.

“We believe this collaboration can serve as the starting point for cross-border green hydrogen projects that support the Asia-Pacific energy transition while strengthening a sustainable regional hydrogen ecosystem,” he said.

The companies will jointly study production, transportation, storage, and distribution infrastructure, develop commercial frameworks, exchange technical and regulatory information, and explore pilot projects and research initiatives. They will also assess renewable electricity sources and traceability mechanisms to support long-term green hydrogen supply for regional markets. ***
