OMV Petrom, the largest integrated energy producer in Southeastern Europe, has received all seven modules for its second green hydrogen electrolyzer at the Petrobrazi refinery in Romania. The new electrolyzer has a capacity of 35 MW and will increase the refinery’s total installed green hydrogen production capacity to 55 MW, together with the previously announced 20 MW unit.

The second project comprises seven electrolysis modules, each with a capacity of 5 MW, supplied by Germany-based Neuman & Esser. The modules were delivered to the Petrobrazi refinery over the past two months and are currently being integrated into the refinery’s infrastructure. Construction works, logistics, component manufacturing and module assembly are being carried out by Kraftanlagen Romania in partnership with local suppliers.
The 35 MW green hydrogen project is supported by approximately €29 million in non-reimbursable financing under Romania’s National Recovery and Resilience Plan (PNRR). Once operational, the facility is expected to produce approximately 4,700 tonnes of green hydrogen annually using renewable electricity.
OMV Petrom plans to use the green hydrogen in refinery processes, including the production of sustainable aviation fuel (SAF) and hydrotreated vegetable oil (HVO). The company is also advancing the construction of a 250,000-tonne-per-year SAF/HVO facility at Petrobrazi, which it expects to position as the first major sustainable fuels production facility of its kind in Southeastern Europe.
Together, the two electrolyzer projects will provide 55 MW of installed green hydrogen production capacity and are expected to generate approximately 8,000 tonnes of green hydrogen annually. The hydrogen will support the production of SAF and HVO from vegetable oils and waste oils, with these fuels expected to reduce lifecycle CO₂ emissions by at least 65% compared with conventional alternatives.
