NTPC Invites EPC Bids For 10 MLD DM Plant At NGEL Green Hydrogen Hub In Andhra Pradesh


NTPC Limited, acting on behalf of NTPC Green Energy Limited (NGEL), has invited bids for the development of a 10 Million Litres per Day (MLD) De-Mineralisation (DM) Plant for the NGEL Green Hydrogen Hub at Pudimadaka in Andhra Pradesh’s Anakapalli district. The project is a key part of the infrastructure planned for the upcoming green hydrogen hub and will be executed on an Engineering, Procurement, and Construction (EPC) basis.

The tender covers the complete execution of the project, including basic design, engineering, procurement, supply, civil construction, erection, testing, commissioning, and a comprehensive five-year operation and maintenance (O&M) contract. The DM plant has been designed with an operational life of at least 25 years and will produce 20 MLD of treated water, 10 MLD of demineralized water, and 12 kilolitres per day (KLD) of drinking water to support the green hydrogen facility.

The bidding process will be conducted through the GePNIC e-tender portal under a single-stage, two-envelope system. The tender is open only to Class-I local suppliers in accordance with the Government of India’s Make in India policy. Bidders from countries sharing a land border with India will be eligible to participate only if they are registered with the competent authority as per the applicable government guidelines.

According to the tender schedule, the Invitation for Bids (IFB) was issued on July 24, 2026. The tender documents became available for download from August 4, 2026, at 5:00 PM IST. A pre-bid conference has been scheduled for August 20, while the last date for submission of bidder queries is August 21, 2026. Interested bidders must submit their proposals by September 2, 2026, before 1:00 PM IST. The techno-commercial bids will be opened on the same day at 3:30 PM IST, while the date for opening the price bids will be announced after the technical evaluation is completed.

The tender requires bidders to submit an Earnest Money Deposit (EMD) of ₹2 crore. The bid security must be submitted either in a separate sealed envelope, through electronic fund transfer, or in the form of an electronic bank guarantee. Bids without a valid EMD will be treated as non-responsive and rejected. While the tender refers to the requirement for a Performance Bank Guarantee (PBG), the specific amount has not been mentioned in the notice and will be detailed in the complete bidding documents.

To qualify for the project, bidders must have prior experience in designing, supplying, erecting, and commissioning at least one Reverse Osmosis (RO) plant with a minimum stream capacity of 60 cubic metres per hour that has been operating successfully for at least one year. In addition, bidders must have an average annual turnover of at least ₹102 crore during the last three financial years. They must also meet prescribed net worth criteria, ensuring their financial position remains sound with limited erosion of capital over the same period. These eligibility requirements are intended to ensure that only technically experienced and financially capable companies participate in the execution of this critical infrastructure project for India’s growing green hydrogen sector.
