NeuEN Green Wins 10,000 MTPA Green Hydrogen Project at Numaligarh Refinery


Gurgaon-based renewable energy solutions provider NeuEN Green Energy has won Numaligarh Refinery’s (NRL) auction to set up a 10,000 MTPA green hydrogen generation unit on a build-own-operate (BOO) basis. The company will supply gaseous green hydrogen to the refinery at Numaligarh in Assam.

The company won the auction at a tariff of ₹279 (~$3.08)/kg without GST.

NeuEN is a 50:50 joint venture between Bharat Petroleum Corporation and Singapore-based energy solutions company Sembcorp Industries.

The tender was initially issued on August 23, 2024. It was retendered on May 23, 2025.

The scope of work covers the design, detailed engineering, construction of all civil, structural, mechanical, electrical, and instrumentation facilities, testing, commissioning, operations and maintenance (O&M) of the green hydrogen generation unit, and supply of green hydrogen. The O&M period for the project is 25 years.

The gaseous green hydrogen must be produced either by electrolyzing water using renewable energy or by processing biomass.

The company must independently source biomass and ensure an uninterrupted supply of compressed biogas/syngas feedstock to meet the requirements for the final green hydrogen generated.

NeuEN must also source renewable energy to produce green hydrogen from its own projects, a third-party renewable energy producer, or a power exchange.

It must also arrange to import power to the operator’s production site.

The project’s scope of work also includes land procurement for developing the operator’s production site.

Increasingly, government organizations are opting for green hydrogen.

This January, the Agency for New and Renewable Energy Research and Technology invited bids for the development of pilot projects to produce green hydrogen from biomass.

In the same month, the Biotechnology Industry Research Assistance Council invited proposals for pilot projects to produce green hydrogen using biomass or other innovative technologies.

In July last year, the Ministry of New and Renewable Energy approved the release of ₹679.5 million (~$7.8 million) as the first tranche of central financial assistance to four hydrogen valley innovation clusters under the National Green Hydrogen Mission. A hydrogen valley is a specific geographic region where hydrogen is used across sectors such as industry, energy, and mobility.

In the latest Budget, funding for the National Green Hydrogen Mission is doubled from the revised outlay of ₹3 billion (~$32.72 million) in FY 2025-26 to ₹6 billion (~$65.44 million).
