NeuEN Green Energy Pvt Ltd, a joint venture between Bharat Petroleum Corporation Limited (BPCL) and Sembcorp Green Hydrogen India Private Limited, has secured a contract to supply 10,000 tonnes per annum of green hydrogen to Numaligarh Refinery Ltd (NRL). The agreement marks a key development in India’s push toward cleaner industrial operations and reduced carbon emissions in the refining sector.
As part of the contract, NeuEN will establish a green hydrogen production facility within NRL’s refinery complex in Assam. The project will be supported by a long-term offtake arrangement, ensuring steady demand and operational stability. Commercial operations are targeted to begin in 2028.
The facility will combine renewable energy sources with advanced storage systems, allowing uninterrupted hydrogen production to meet refinery requirements. This integrated approach is designed to support continuous operations while reducing dependence on fossil-based hydrogen.
Sanjay Khanna, Chairman and Managing Director of BPCL, said the project represents an important step in strengthening the company’s clean energy portfolio. He noted that the initiative reinforces BPCL’s commitment to expanding its role across the green hydrogen value chain while building capabilities to deliver scalable and commercially viable solutions. He added that winning the contract through a competitive bidding process highlights the sector’s growing maturity and the company’s focus on execution and long-term energy security.
Vipul Tuli, President and CEO, Renewables, West, and CEO, Hydrogen Business at Sembcorp, described the development as a meaningful advancement for India’s green hydrogen ambitions. He highlighted the role of structured long-term agreements in enabling such projects and emphasized Sembcorp’s commitment to supporting industrial decarbonisation through reliable and cost-effective solutions.
Shelly Abraham, Chairman of NeuEN, said the partnership combines BPCL’s domestic infrastructure strength with Sembcorp’s global renewable energy experience. He noted that this collaboration is aimed at integrating low-carbon technologies into refining operations while supporting broader industrial sustainability goals.
Sembcorp currently operates a renewable energy portfolio of 7.6 GW in India, positioning it to support large-scale green hydrogen production. The NeuEN-NRL project is expected to contribute significantly to reducing emissions in the refining sector while aligning with national energy transition priorities.
