NEOM green hydrogen project reaches 90 percent construction milestone in Saudi Arabia

NEOM Green Hydrogen Company has completed 90 percent of construction across all sites of its flagship green hydrogen project, marking a major milestone in the development of what is expected to be the world largest green hydrogen production facility.

The multi-site project is located at Oxagon in NEOM and includes a large scale green hydrogen plant, a dedicated wind garden, a solar farm and an integrated transmission grid. The development is now moving beyond peak construction and entering the final stages of equipment installation, systems integration and pre commissioning.

Key equipment is already being delivered and installed, including wind turbines, electrolysers, hydrogen storage vessels, the cold box and extensive pipe rack infrastructure. According to the company, construction remains on schedule, with up to 4 GW of combined solar and wind power generation targeted for completion by mid 2026. Electrolyser commissioning is expected to follow, with first green ammonia product availability planned for 2027.

Once fully operational, the facility will integrate renewable energy to produce up to 600 tonnes per day of carbon free hydrogen, which will be converted into green ammonia to enable efficient transport to global markets. The output is intended to support international transportation and industrial sectors seeking cost competitive low carbon fuel alternatives.

NEOM Green Hydrogen Company is an equal joint venture between ACWA Power, Air Products and NEOM. The project is underpinned by a 30 year exclusive off take agreement with Air Products covering all green ammonia production, providing long term commercial certainty and supporting the overall project economics.

Financial close was achieved in May 2023, with total funding of 8.4 billion dollars. This included a 6.1 billion dollar non-recourse loan from a consortium of 23 local, regional and international banks and financial institutions, including the Saudi Industrial Development Fund and the National Investment Fund.

Alongside construction progress, the company is accelerating efforts to build long term operational capability. This includes developing a highly skilled Saudi workforce supported by international expertise, through targeted recruitment and collaboration with Saudi research and educational institutions. These initiatives aim to ensure operational readiness while contributing to national clean energy and human capital development goals.

The project is a cornerstone of Saudi Arabia Vision 2030 strategy, supporting economic diversification and positioning the Kingdom as a global leader in green hydrogen and clean energy value chains. Once operational, the facility is expected to play a central role in establishing Saudi Arabia as one of the world leading hydrogen producers.
