Two major Spanish energy players, Acciona and Moeve, have entered the development phase of large scale green hydrogen projects in Morocco after securing preliminary land reservation agreements from the Moroccan government.
The agreements, granted last Thursday, represent a critical milestone in the Kingdom’s flagship green hydrogen programme and signal tangible progress in Rabat’s strategy to position Morocco as a leading exporter of green molecules to Europe.
According to Spanish media reports, the land reservations follow the preselection of the respective consortia in March 2025 under the national hydrogen framework known as the Morocco Offer. With the competitive phase now concluded, developers must demonstrate the technical, financial and industrial robustness of their proposed projects through detailed feasibility studies.
The agreements were formally issued on February 5 during a high level meeting in Rabat chaired by Head of Government Aziz Akhannouch, alongside senior public and private sector stakeholders.
The ceremony marked the operational launch of five structural hydrogen projects concentrated in Morocco’s southern regions, reinforcing the country’s long term objectives around energy sovereignty, industrialisation and export diversification.
Industrial scale green ammonia and fuels
Moeve has partnered with Taqa Morocco, a subsidiary of Saudi Arabia’s TAQA Group, to develop a large scale green ammonia and industrial fuel complex at the Jorf Lasfar Port.
Under the partnership structure, Taqa Morocco will supply renewable electricity from wind and solar assets located in southern Morocco, while Moeve will lead the production and commercialisation of green ammonia and synthetic fuels.
Moeve Chief Executive Officer Maarten Wetselaar said the agreement marks a significant step towards establishing industrial scale green molecule production capacity in Morocco, combining renewable generation expertise with downstream fuel development capabilities to accelerate decarbonisation across industry and heavy transport.
Seven projects under the Morocco Offer
The developments form part of the Morocco Offer, a 319 billion dirham programme valued at more than 32.5 billion dollars, first announced in March 2024. The initiative is central to Morocco’s ambition to become a strategic green energy hub supplying Europe.
The current portfolio comprises seven projects targeting green ammonia, synthetic fuels and green steel production, supported by approximately 20 GW of dedicated wind and solar capacity.
Expected output from the initial phases is estimated at up to 800,000 tonnes of derivatives annually, with long term ambitions reportedly scaling to as much as eight million tonnes per year by 2050.
Selected developer consortia include:
- ORNX, a United States, Spanish and German consortium comprising Ortus Energy, Acciona and Nordex
- Taqa Morocco in partnership with Moeve, targeting green ammonia and fuels
- ACWA Power, focusing on green steel
- Nareva, developing ammonia, fuels and steel
- China Three Gorges and United Energy Group, focused on ammonia production
Projects are concentrated in the southern regions of Laayoune, Boujdour and Dakhla, with the government allocating up to 30,000 hectares per project to support integrated renewable and hydrogen developments.
The transition from preselection to detailed feasibility studies marks a decisive step in Morocco’s green hydrogen journey, signalling growing investor confidence.
