The Ministry of New and Renewable Energy (MNRE) is progressing with the implementation of the National Green Hydrogen Mission (NGHM) as part of India’s strategy to emerge as a global hub for the production, use and export of green hydrogen and its derivatives, the government said on Tuesday.
Under the Mission, India’s green hydrogen production capacity is projected to reach 5 million metric tonnes per annum by 2030. To support this target, the government has rolled out multiple incentive schemes and policy measures aimed at reducing the cost of green hydrogen and accelerating large-scale adoption.

As part of the incentive scheme for electrolyser manufacturing, 15 companies have been awarded a combined manufacturing capacity of 3,000 MW per year, with total incentives amounting to ₹4,440 crore. In parallel, under the green hydrogen production incentive scheme, 18 companies have been allocated a cumulative production capacity of 8.62 lakh tonnes per annum. Additionally, two companies have been awarded a total capacity of 20,000 tonnes per annum under the incentive scheme for the procurement of green hydrogen for refineries.
To further improve project viability, green hydrogen and green ammonia plants commissioned on or before December 31, 2030, and powered by renewable energy, have been granted an exemption from Inter State Transmission System (ISTS) charges for 25 years from the date of commissioning. The government has also extended duty benefits under Section 26 of the SEZ Act, 2005, for the installation and operation and maintenance of renewable energy equipment used exclusively for captive consumption.
Alongside deployment measures, MNRE is supporting innovation and indigenisation through research and development initiatives. The ministry is funding a project titled ‘Scale-up of Perovskite Tandem Solar Cells (Phase-I)’ with a total outlay of ₹83.19 crore, aimed at scaling up and indigenising advanced solar cell technologies.
The details were shared by Union Minister of State for New and Renewable Energy, Shri Shripad Yesso Naik, in a written reply to the Rajya Sabha on Tuesday.
