A wave of canceled hydrogen megaprojects signals the sector’s maturation rather than failure, as poorly conceived initiatives give way to viable, economically sound projects. According to a report by Oilprice.com, low-carbon hydrogen demand remains small, accounting for just under 1 million tonnes in 2023 out of the global total of 97 million tonnes, with most production still reliant on fossil fuels.

Data from the Hydrogen Insights 2024 report highlights a seven-fold increase in global electrolyzer capacity reaching Final Investment Decision (FID) over the past four years, though this remains modest at around 20 GW worldwide. In Europe, 3 GW of electrolysis capacity has secured FID, expected to produce 415,000 tonnes of renewable hydrogen annually. Meanwhile, blue hydrogen projects—those using steam methane reforming (SMR) with carbon capture—have seen only 400,000 tonnes per year reach FID, while over 1.4 million tonnes per year of planned blue hydrogen projects have been canceled.

Real Hydrogen: Projects That Work

Among the successful projects is Engie’s Yuri initiative in Western Australia, which cleared FID in September 2022. The first phase includes a 10 MW electrolyzer powered by 18 MW of solar energy and backed by an 8 MW battery, producing roughly 640 tonnes of renewable hydrogen annually for ammonia production. Engie has also advanced its portion of the mosaHYc pipeline, a €110 million cross-border hydrogen network between France and Germany, with construction set to begin in 2025.

Another key development is the H2Med/Barmar corridor, which aims to transport up to 2 million tonnes of hydrogen per year by 2030, accounting for 10% of projected European demand. The joint venture behind it—led by Enagas, Natran (an Engie affiliate), and Terega—is preparing for FID in 2028.

Why These Projects Matter

Unlike failed megaprojects that lacked economic viability, current initiatives are closely tied to industrial applications such as ammonia, methanol, refining, and steelmaking, where hydrogen is already in demand. In these sectors, green hydrogen makes sense when paired with low-cost renewables, while blue hydrogen remains economically competitive in regions with favorable carbon intensity metrics. For example, blue hydrogen production in Europe costs between €3.76 and €4.41 per kilogram, significantly cheaper than green hydrogen, which ranges from €6 to €8 per kilogram.

This shift reflects a more pragmatic approach to hydrogen deployment, focusing on hard-to-abate industries responsible for a disproportionate share of global emissions. Policy support is also evolving, with initiatives like the European Hydrogen Bank directing funds toward projects that deliver both decarbonization and energy system value.

While the hydrogen economy may be smaller than initially projected, the focus on financially sound, well-designed projects marks progress for the sector.
