The European Hydrogen Bank has disclosed the outcomes of its third auction round. Nine initiatives secured awards across three categories, amounting to a combined EUR1.09 billion. Bid prices varied from EUR0.57 per kilogram to EUR3.49 per kilogram. Collectively, these projects will deliver nearly 1.1 gigawatts of electrolysis capacity and generate 1.3 million metric tons of RFNBO and low-carbon electrolytic hydrogen during their initial decade of activity, with an anticipated reduction of 9 million metric tons of CO2 equivalent in greenhouse gas emissions.
It is encouraging to see nations such as Greece and Austria appearing among the winners for the first time. The largest winning bid belongs to a project located in Finland, a country that has already incorporated RED III transport targets into its national legislation. Bid prices have stayed notably low, frequently falling below EUR1 per kilogram of hydrogen output. This reflects sustained strong competition and reinforces the view that RFNBO and low-carbon hydrogen will require a premium pricing model.
The second category encompassed both low-carbon electrolytic and RFNBO projects. It attracted five bids, with EUR800 million in funding requests against a total available pool of EUR400 million. Two projects—one in Finland and one in Germany—were selected and invited to finalize grant agreements, receiving a combined EUR379 million. Their winning bids were EUR0.44 per kilogram and EUR1.1 per kilogram.
The third category also covered low-carbon electrolytic and RFNBO hydrogen projects, but specifically targeted offtakers in the maritime and aviation industries. Three projects submitted bids, leaving the category undersubscribed by EUR137 million. Two Norwegian projects succeeded, representing EUR124 million, with bids of EUR3.48 per kilogram and EUR3.49 per kilogram.
Details of projects under the Auction-as-a-Service (AaaS) mechanism have not yet been released. However, the Commission indicated that three projects in Spain and three in Denmark will be invited to sign grant agreements under AaaS in Spain and Germany, respectively. The German government is contributing EUR1.3 billion for RFNBO hydrogen projects linked to the Danish-German pipeline, with offtakers in Germany. Meanwhile, Spain has set aside EUR304 million for RFNBO national projects and EUR136 million for RFNBO and low-carbon electrolytic hydrogen with offtakers in the maritime or aviation sectors.
The successful projects will now be asked to prepare their grant agreements with the European Climate, Infrastructure and Environment Executive Agency (CINEA). These agreements are anticipated to be signed in the fourth quarter of 2026. Projects must achieve financial closure within 2.5 years after signing the grant agreement and begin operations within five years of signing.
