European Commission Greenlights €1.3 Billion German Scheme for Renewable Hydrogen via Hydrogen Bank Auction - News and Statistics

The European Commission has formally approved a €1.3 billion German state aid scheme aimed at supporting renewable hydrogen production, according to a press release from the commission. The approval was granted under EU state aid rules and relates to support delivered through the European Hydrogen Bank’s ‘Auctions-as-a-Service’ tool for an auction scheduled to conclude later this year.

The initiative is designed to advance the objectives of the Clean Industrial Deal, which seeks to accelerate industrial decarbonization within the European Union. It also aligns with the REPowerEU plan, which aims to reduce reliance on Russian fossil fuels, and with the EU’s broader hydrogen strategy.

The program will finance the construction of up to one gigawatt of installed electrolyzer capacity and the production of up to 10 million tons of renewable hydrogen. The European Commission estimates this will prevent as much as 55 million tons of carbon dioxide emissions. Support will be distributed through a competitive tender process managed by the European Climate, Infrastructure, and Environment Executive Agency.

Funding will be available to companies planning to build new electrolyzers that supply renewable hydrogen to the Danish Hydrogen Backbone 1 pipeline. This infrastructure has been designated a project of common interest and will connect to buyers linked to the German Hydrogen Core Network. Assistance will take the form of a direct grant per kilogram of renewable hydrogen produced, with support lasting a maximum of ten years. Beneficiaries must demonstrate compliance with EU criteria for renewable fuels of non-biological origin.

The commission stated that the scheme is necessary and proportionate, provides an incentive effect, and includes safeguards to limit impacts on competition and trade within the EU. It is also intended to support cross-border infrastructure linking renewable hydrogen sources in the North Sea with large industrial consumers.

Germany previously announced plans to allocate €5 billion in financial aid to energy-intensive industries to help them adopt low-carbon technologies.
