The European Commission’s delay in proposing a revision of its renewable fuels of non-biological origin (RFNBO) production rules has reignited concerns about the instability of regulation in the green hydrogen sector.
Reopening the debate was always contentious. Developers had pushed for an earlier review, arguing the rule design needed fixing before 2028. But companies behind advanced projects, including Air Products and Acwa, have also warned that changing rules against live financing timelines could undermine investor confidence.
This view has been reinforced in the weeks since the Commission’s self-imposed Q2 deadline passed, with reporting suggesting proposals won’t land until September.
