Paradip Port Authority Seeks Consultancy for Green Fuel Hub

Paradip Port Authority (PPA) has issued an Expression of Interest (EOI) and invited budgetary offers for appointing a Project Management Consultancy (PMC) to develop a green fuel ecosystem at the port. The initiative aims to establish facilities for the production, storage and bunkering of green hydrogen, green ammonia and green methanol, supporting the development of Paradip Port into a major green shipping refuelling hub.

Operating under the Ministry of Ports, Shipping and Waterways, PPA is seeking consultancy services to support the project from the initial feasibility assessment through implementation and completion. The proposed facility is designed to produce 1,000 tonnes per year of green ammonia or green methanol. The project will include a 2 MW electrolyser and a 9 MW wind or solar power plant to support production using renewable energy.

The selected consultant will undertake techno-economic feasibility studies and prepare a detailed project report outlining the technical requirements, financial viability and implementation strategy. The consultancy will also assist PPA in preparing tender documents, managing the tendering process and supporting the award of contracts. Following the award, the consultant will supervise project execution and provide support until the completion certificate is issued.

The scope of work also includes evaluating market demand for green fuels, preparing project layouts, developing suitable business models and identifying the infrastructure required for the proposed facilities. The consultant must assess applicable safety standards and statutory requirements to ensure that the project complies with relevant regulations.

PPA will provide the land, water and electricity required for the project. However, the appointed consultancy will be responsible for evaluating the available resources and determining their suitability for the proposed green fuel production and bunkering infrastructure.
