Long-term revenue guarantees are critical for the financial feasibility of utility-scale green hydrogen developments, according to a study by researchers at the University of Groningen in the Netherlands. The research examined a 200 MW electrolyzer located in the Rotterdam-Rijnmond industrial cluster, evaluating three supply approaches: wholesale electricity purchases, green power purchase agreements, and a hybrid setup pairing dedicated renewable generation with PPA-backed electricity.
The levelized cost of hydrogen reached roughly EUR7.2/kg to EUR7.3/kg under the PPA and hybrid configurations, versus EUR7.7/kg when sourcing from wholesale electricity. Even so, none of the three configurations could stand financially without extra support. Monte Carlo simulations demonstrated that a hydrogen contract for difference covering all output over a 15-year period could markedly enhance project bankability by steadying revenues and lowering financing costs. In that scenario, the renewable-integrated configuration showed a 0% to 6% likelihood of negative net present value, compared with greater risks under shorter contracts or partial volume coverage.
According to the researchers, policymakers ought to give priority to long-term revenue support, permit integrated renewable energy and hydrogen projects to compete on equal footing with PPA-based developments, and align supply-side incentives with steps to boost renewable hydrogen demand.
France unveils draft 2027 budget law for hydrogen
The French Council of Ministers has put forward its draft 2027 budget law, targeting more than EUR5 billion in private investment for the hydrogen sector via three measures. The first is a double-auction mechanism to back the development of synthetic sustainable aviation fuels, bridging the gap between the 10- to 15-year commitments required to secure investment and the shorter purchasing commitments fuel buyers typically accept, often no more than three years.
The package also features an incentive to lower fuel carbon intensity, called IRICC, which is anticipated to draw nearly EUR2 billion in private investment for hydrogen projects. The government additionally intends to launch the second tranche of its Hydrogen Support Mechanism, valued at EUR1.2 billion. France Hydrogene stated that the twelve French projects potentially coming online between 2030 and 2035 currently account for over 800,000 tonnes of annual e-SAF production capacity and more than EUR14 billion in potential investment. It added that bringing these projects to fruition would mobilize 3.4 GW of electrolysis capacity, equal to 40% of the National Hydrogen Strategy’s 2035 target.
Hyster delivers fuel cell reachstacker to Rotterdam terminal
Hyster has handed over a hydrogen fuel cell-powered reachstacker to Rotterdam Shortsea Terminals in the Netherlands under a joint effort to examine hydrogen’s contribution to decarbonizing port operations and logistics. The RSJ46-33XDH/62 reachstacker is built mainly for handling 45-foot containers, including open-top units, and comes with a 45-foot spreader. It relies on a 60 kW Nuvera fuel cell engine for electricity generation, backed by a 130 kWh lithium-ion battery, and integrates Hyster’s standardized software architecture.
Rotterdam Shortsea Terminals, Berkman Energie Services, Hyster, STC Next and HarbourHUB are building a field laboratory to showcase a modular hydrogen refueling station and a hydrogen-powered reachstacker developed in the Netherlands.
Gruber Logistics completes hydrogen delivery at Milan Malpensa
Gruber Logistics has employed a hydrogen fuel cell truck to deliver goods to two cargo handlers at Milan Malpensa Airport in northern Italy. The operation occurred in the airport’s Cargo City logistics area. Edison, which worked on the initiative alongside Gruber Logistics and airport operator SEA Aeroporti, described the operation as more than a technological demonstration, noting it was woven into the normal flow of airport logistics, with the vehicle carrying the goods and completing the relevant deliveries within Cargo City.
Ballard receives order for Romanian hydrogen train fleet
Ballard Power Systems has secured an order from Siemens Mobility for 24 FCrail fuel cell modules, each rated at 200 kW, totaling 4.8 MW of combined capacity. The modules will power 12 Mireo Plus H hydrogen passenger trains for Romania’s Railway Reform Authority, per the Canadian fuel cell manufacturer. Ballard described this as the largest commercial deployment of the Mireo Plus H platform so far, the first outside Germany, and the first fleet of Mireo trains in Eastern Europe. Fuel cell module deliveries are set for 2027 and 2028, with the trains slated to enter passenger service in 2029.
Alfa Laval to supply cooling systems for Onuba H2
Alfa Laval has been chosen to provide cooling systems for the electrolyzers at the Onuba H2 project in Andalusia, Spain, which forms part of the region’s Green Hydrogen Valley. Developed by Moeve, the project is characterized as one of southern Europe’s largest green hydrogen developments. The facility is planned to start with 300 MW of electrolysis capacity, with an option to add a further 105 MW, and is expected to generate 45,000 metric tons of green hydrogen each year. Alfa Laval will deliver 60 heat exchangers for the project.
