Elnur Soltanov: Azerbaijan won't provide extra subsidies for green hydrogen

Azerbaijan has no intention of granting additional subsidies for green hydrogen, the country’s Deputy Energy Minister Elnur Soltanov told Report.

Soltanov explained that feasibility studies are currently being conducted with international organizations: “Green hydrogen is extremely expensive, and for it to compete in the global market without requiring extra subsidies, there are still technological and market limitations. I believe leadership in this field is very costly and essentially means subsidies. Azerbaijan has no such intention.”

The deputy minister emphasized that Azerbaijan is among the countries with the lowest per‑capita greenhouse gas emissions.

“I think the responsibility, both economically and financially, lies primarily with more developed countries. They already have the technology, and I believe they are close to making green hydrogen competitive under market conditions. Countries like Azerbaijan will join the cycle afterward,” he said.
