France has selected three large-scale green hydrogen production projects to receive a combined €778 million ($910 million) in public support, marking one of the country’s largest hydrogen funding awards to date. The projects, located in Normandy, Pays de la Loire, and Grand Est, will deploy a combined 161.4 MW of electrolysis capacity, supporting France’s strategy to decarbonize heavy industry and strengthen domestic low-carbon hydrogen production. The funding forms part of the country’s national hydrogen strategy and the broader France 2030 investment program.
French Government Latest Decarbonized Hydrogen Projects
The French government said the selected projects will help reduce greenhouse gas emissions from industrial sectors that are difficult to electrify. This is while accelerating the commercialization of renewable and low-carbon hydrogen technologies.
According to the announcement, the projects were selected following a competitive national call for proposals. They will receive operating support through contracts designed to bridge the cost difference between low-carbon hydrogen production and conventional fossil-based hydrogen.
The three successful green hydrogen projects in France are:
- Green Horizon Normandy – Normandy
- H2 Loire Vallee – Pays de la Loire
- H2 Grand Est – Grand Est
Together, they represent 161.4 MW of electrolyzer capacity. This makes them among the largest hydrogen production facilities currently supported by the French government.
The €778 million package is intended to improve the economic viability of the projects during their operational phase. It also helps establish a domestic hydrogen market capable of supplying industrial consumers including chemicals, refining, steel and other energy-intensive sectors.
France 2030 Plan
France has also identified decarbonized hydrogen as a key pillar of its industrial decarbonization strategy. Under the France 2030 plan, the government aims to build a competitive domestic hydrogen industry. It seeks to establish electrolyzer manufacturing capacity and significantly reduce industrial emissions by 2030. This is as part of its longer-term objective to achieving carbon neutrality by 2050.
The latest funding round also complements broader European initiatives supporting renewable hydrogen deployment. Earlier this year, the European Commission allocated more than €1 billion to hydrogen production projects through the European Hydrogen Bank. This continues to highlight public investment across Europe despite challenging market conditions for the emerging hydrogen sector.
