Norway Enova 2026 Report: Hydrogen and Ammonia Key for Long-Distance Shipping Decarbonization - News and Statistics

State enterprise Enova, in its 2026 climate and energy transition report, stated that Norway must develop supply chains for hydrogen and ammonia fuel to support long-distance maritime transport, even as battery-electric technology becomes more prevalent in coastal operations.

Battery-electric ships and onshore power connections are anticipated to be key for short-sea and coastal navigation. For over ten years, Enova has backed various vessel categories suitable for electrification and hybrid systems, such as ferries, coastal fishing boats, cargo carriers, and offshore and aquaculture service vessels.

However, Enova indicated that battery-electric propulsion cannot fulfill the range and energy requirements of ocean-going ships, including long-haul freighters and fishing vessels. The agency has initiated programs to promote green hydrogen and hydrogen-based fuels like ammonia as zero-emission alternatives for long-distance shipping.

Enova pointed out that hydrogen-fueled shipping currently lacks a fully operational value chain, encompassing adequate production of green hydrogen and derived fuels such as ammonia, along with the required distribution and bunkering infrastructure. The agency is working to resolve this circular challenge by backing multiple segments of the hydrogen value chain, granting vessel operators access to sustainable fuel while offering fuel producers a customer base.

Enova has funded several hydrogen production and bunkering sites along Norway’s coastline and has supported 11 hydrogen-powered vessels and 13 ammonia-powered vessels in recent years. Nonetheless, considerable uncertainty persists regarding the shape of zero-emission shipping by 2050, according to Enova.

Its projections show Norway’s maritime emissions declining from 2.79 million metric tons of CO2 in 2025 to 1.48 million metric tons in 2050, but not reaching zero. The agency cautioned that shipowners cannot adopt new fuels unless infrastructure for power, bunkering, production, and distribution advances in tandem with vessels.

Earlier this month, Enova granted an additional NOK 1.3 billion ($132 million) to ten zero-emission shipping initiatives, including LH2 Shipping’s two liquid-hydrogen bulk carriers.
