Power2X approves start of construction phase for Djewels green hydrogen plant in Delfzijl with Rely as EPC contractor
- Djewels, a new 20MW green hydrogen project in Delfzijl, is entering the construction phase with first production expected mid-2028
- The project is based on innovative pressurized technology delivered by John Cockerill. Rely has been appointed as the EPC contractor and integrator.
- This is the first Power2X project to enter construction, following its recent acquisition of HyCC.

Power2X today announced its Final Investment Decision and Notice to Proceed for the Djewels green hydrogen project. Djewels is an innovative, 20MW facility in Delfzijl in the Province of Groningen, the Netherlands. This milestone marks the project’s transition into construction.
Djewels is the first project of Power2X to reach this milestone following the HyCC acquisition earlier this year. Rely, a joint venture of Technip Energies and John Cockerill, will be responsible for the engineering, procurement and construction (EPC) of the plant. The project will use pressurized alkaline electrolysis equipment from John Cockerill. Rely will provide plant performance guarantees and delivery certainty.
During the full operational phase, Djewels will supply approximately 2,000 tonnes of green hydrogen per year to industrial customers in the region. The plant will be built at the Chemical Park in Delfzijl (CPD), directly connected to the Nobian facilities. Nobian has been instrumental during the development phase and will remain a strategic partner during the construction and operations of the plant. The Djewels project, with its innovative technology, produces hydrogen at higher pressure and current densities. This technology enables more efficient hydrogen production, and, when fully proven, enables a lower footprint and costs for future larger scale facilities. The project is receiving support from the Province of Groningen, Waddenfonds, the European Union through the Clean Hydrogen Partnership and the Ministry of KGG. All permits are irrevocably in place.
Low carbon and green hydrogen projects in the Netherlands and across Europe – when built at scale over the coming years – will provide diversified energy security and new industrial competitiveness, whilst reducing CO2. Djewels will contribute to this goal through demonstrating new and more efficient technology, paving the way for larger and lower cost industrial facilities. Coordinated investments in hydrogen infrastructure and facilities over the coming years will contribute to strengthening the Netherlands’ role as a leading European energy hub whilst enabling long-term industrial competitiveness and alignment with climate goals.
The cost of green hydrogen production is already dropping materially in regions beyond Europe, often as a result of scale, standardization and affordable power and network costs. With the right planning, infrastructure and investment climate, green hydrogen will become a new base feedstock for Europe industry reducing import dependencies.
