The Zero Emissions Ship Technology Association (ZESTAs) introduced the Global Liquid Hydrogen Alliance on Tuesday, a worldwide initiative focused on developing pure green hydrogen and liquid hydrogen as a practical, scalable zero-emission fuel for international shipping. The Alliance arrives as the industry shifts from planning to implementation, with the International Maritime Organization’s Net Zero Framework emerging intact from MEPC 84 as the foundation for ongoing talks, indicating sustained political support for a global carbon price on maritime transport.

Despite over 600 hydrogen project announcements tied to Europe and more than EUR175 billion in committed funding, projects remain scattered and final investment decisions are delayed. ZESTAs aims to consolidate organizations ready to build the liquid hydrogen value chain. According to industry reports cited by the Alliance, the liquid hydrogen market is currently valued at $9 billion, projected to reach $19 billion by 2032 and exceed $54 billion from 2037 onward, with global liquefaction capacity expected to more than quadruple over the same period.

The Global Liquid Hydrogen Alliance will focus exclusively on pure green hydrogen, differentiating itself from broader hydrogen groups that work mainly with derivatives or blended fuels. Its work centers on four priorities: building a verifiable global evidence base for liquid hydrogen technology, safety, logistics, costs, and performance; positioning liquid hydrogen as a primary energy carrier for shipping, especially for long-range applications; accelerating market creation through demand aggregation, offtaker coordination, and standards development across the IMO, Europe, Africa, the Caribbean, Latin America, and the high seas; and turning policy momentum into deployment via shipping corridors, port infrastructure, and supply chain partnerships.

Liquid hydrogen is described as uniquely suited for long-range maritime use where other zero-emission fuels face infrastructure limits. It can be produced, stored, and transported at scale using renewable electricity without the safety or land-use trade-offs of ammonia, methanol, or biofuels. The technology has an industrial track record spanning more than six decades, with a global market valued at approximately US$45 billion and liquefaction capacity of around 600 tonnes per day. Containerized liquid hydrogen transport is already commercially operational using standard 40-foot cryogenic containers that move by road, rail, and ship under existing rules.

Europe, projected to account for roughly one-third of global hydrogen demand, currently has only about 30 tonnes per day of liquefaction capacity. With vessel deployments underway and bunkering infrastructure advancing in port hubs across Europe, Asia, and the Pacific, the Alliance intends to provide the technical evidence, policy coordination, and commercial frameworks to make deployment bankable. ZESTAs is inviting organizations to join as Founding Members to shape the frameworks and pathways that will define liquid hydrogen’s role in zero-emission shipping.
