Spanish energy company Moeve has announced the final investment decision (FID) to begin construction of the Andalusian Green Hydrogen Valley in Spain in the coming weeks.
The project’s initial phase, named Onuba, will require global investment of more than €1bn ($1.17bn) and feature 300MW of capacity, potentially expanding by an additional 100MW.

The project, touted as the largest green hydrogen initiative in southern Europe, includes the construction of a photovoltaic plant designed for self-consumption.
Moeve leads the project with a 51% stake, with minority participation from Masdar and Enalter, the latter being majority-owned by Enagás Renovable.
Masdar CEO Mohamed Jameel Al Ramahi said: “As an early mover in this sector, we have long recognised green hydrogen’s role in decarbonising hard-to-abate sectors.
“This partnership, under the leadership of Moeve, reflects our strategy of advancing commercially viable green hydrogen projects in markets where demand is clear. We are also pleased to be advancing our support for Spain’s clean energy ambitions.”
The European Commission has designated the venture as a Project of Common European Interest (PCI).
It has secured €304m from Spain’s Government under the Recovery, Transformation and Resilience Plan, funded by the EU’s NextGenerationEU programme through the Hydrogen Valleys scheme.
Onuba is expected to produce approximately 45,000 tonnes per annum (tpa) of green hydrogen at full capacity, eliminating around 250,000t of CO₂ emissions each year.
This reduction equates to eliminating more emissions than all passenger vehicles with internal combustion engines in Huelva, Cádiz and Jaén combined.
The generated green hydrogen will be utilised for aviation, road and marine transport fuels and help decarbonise the chemical and fertiliser industries.
The additional 100MW expansion of Onuba will depend on acquiring further grid capacity and receiving board approval.
Moeve CEO Maarten Wetselaar said: “This decision to launch southern Europe’s largest green hydrogen plant marks a defining step in Moeve’s Positive Motion transformation strategy.
“Onuba will anchor a world-class hub for green molecules in Spain, supplying renewable fuels to hard-to-abate sectors while reinforcing Europe’s energy and industrial resilience.
“By partnering with other leaders in renewable energy, we are creating an ecosystem to build at scale.”
