The Ministry of New & Renewable Energy (MNRE), Government of India, has issued the Second Call for Proposals under the Research and Development Scheme of the National Green Hydrogen Mission (NGHM). This initiative, announced in July 2025, aims to expand India’s R&D efforts to support indigenous technology development for the affordable, safe, efficient, and scalable deployment of Green Hydrogen and its derivatives across the country. The NGHM, launched on January 4, 2023, is a key part of India’s strategy to position itself as a global hub for Green Hydrogen production, utilization, and export, promoting energy self-reliance and a low-carbon economy. The Mission has a financial outlay of ₹19,744 crore, of which ₹400 crore is earmarked specifically for R&D activities.
The R&D Scheme became operational on March 15, 2024, following the release of an R&D Roadmap on October 7, 2023. In March 2024, the first call for proposals under this scheme was made, resulting in the selection and support of 23 projects. Building on that foundation, this second call invites fresh proposals and also allows resubmission of improved or revised proposals from the first round. The primary focus of the call is to enhance key aspects of Green Hydrogen technology, including production, storage, transportation, and utilization, while encouraging collaborative frameworks between academia, industry, and government entities.
The scheme encourages applied and translational research to bridge the gap between innovation and market readiness. Eligible applicants include academic and R&D institutions, government bodies, PSUs, private research institutions, and industries with the necessary infrastructure to undertake Green Hydrogen R&D. Proposals will be evaluated on several factors such as relevance, clarity, technical feasibility, innovation, defined objectives and deliverables, and Technology Readiness Levels (TRL), which must range from 4 to 7 or higher.
Funding support varies depending on the type of organization. Academic institutions, government entities, and non-profit R&D organizations are eligible for up to 100% financial support. Private industries and institutions can receive up to 80% of project costs. Proposals submitted by consortia, especially those including both academic and industrial partners, are strongly encouraged. Academic partners in such collaborations may receive full funding for their share.
Applicants are expected to clearly define the starting and target TRLs of their projects, focusing on scalability, commercialization potential, and sustainability aspects. All proposals must be submitted online through the MNRE research portal using the prescribed format. The submission window opened on July 14, 2025, and will remain open until August 21, 2025.
This announcement has been approved by the competent authority and communicated to relevant stakeholders, including State Nodal Agencies, AICTE, UGC, IITs, NITs, and Central Public Sector Units to ensure wide participation.
